UPWARD, whose mission is to "make mobile workers smarter," took the stage at the "Annual Meeting of the Public-Private Partnership Platform for Regional Development SDGs" hosted by the Cabinet Office on September 2, 2020, to introduce our support for the July 2020 torrential rains.
UPWARD is a disaster UPWARD provides its systems free of charge to support disaster-stricken areas in order to work for local development and to share case studies to help more local governments.
In response to the torrential rainfall in July 2020, UPWARD Co., Ltd. provided UPWARD licenses free of charge to Hitoyoshi City, Kumamoto Prefecture, Kuma Village, Kumamoto Prefecture, and Sagara Village, Kumamoto Prefecture, in cooperation with System Forest Co.
By providing UPWARD, a mobile CRM that combines location information and CRM, free of charge, UPWARD was able to speed up the issuance of disaster victim certificates, greatly surpassing the speed of the 2016 Kumamoto earthquake.

The disaster victim certificate is an essential document for receiving public assistance after a disaster. Residents affected by the disaster must obtain it as soon as possible.
First, local government officials will survey the damage in order to issue a disaster victim certificate. In this case, UPWARD was used in the following situations, since the application was accepted at the same time as the survey was being conducted.

During the torrential rains in July 2020, the number of staff involved in issuing disaster victim certificates was limited due to the Corona disaster. The following three points are important in order to deliver assistance to residents as quickly as possible.
(1) Speed
The first and most important factor is speed. In the case of flooding, where damage to houses due to flooding is extensive, it is necessary to quickly conduct on-site inspections and issue disaster victim certificates in order to quickly rebuild the houses.

(2) Accuracy and Fairness
Accuracy and fairness are also important. If decisions are made that are not in line with the actual damage situation, or if there are omissions or duplicates in the issuance, the subsequent support will be affected. By managing information through cloud services, we were able to maintain accuracy and fairness even in emergency situations.
(3) Information aggregation
Another important aspect of disaster response at Corona Disaster Relief is the aggregation of information. In order to prevent three-way congestion, it was necessary to respond to the disaster with multiple locations and a small number of people even though the Internet environment was unstable. By using cloud services, the system was able to operate without difficulty even with mobile Wi-Fi and consolidate information in real time.
In the case of the flood disaster, the damage to homes caused by flooding and other factors was extensive, and it was necessary to conduct on-site inspections and issue disaster victim certificates more quickly to ensure early reconstruction.
With unstable communication environment due to collapsed buildings and bridges, staff members from other municipalities rushed to the site to conduct on-site surveys and to assist at various locations where disaster victim certificates were available.
UPWARD enables even staff members with no familiarity with the area to conduct surveys smoothly and to confirm the location of houses on a map with those who come to the reception desk. The UPWARD system also enabled smooth communication with the receptionists by confirming the location of the houses on the map. The system worked very smoothly even with mobile Wi-Fi, and we were reminded of the effectiveness of cloud services under such circumstances."
Japan's population is rapidly shrinking, and the shortage of workers, especially in rural areas, is a pressing issue for both the public and private sectors. Under these circumstances, there is an urgent need to improve productivity in all workplaces.

The Cabinet Office has established the Public-Private Partnership Platform for SDGs for Local Development as a forum for public-private partnerships to deepen partnerships with a wide range of stakeholders, with the aim of promoting domestic implementation of the SDGs and further local development.
